Question: I just recently put together a new build. I decided to forgo the traditional build of One SSD and one HDD and just went with 2 M.2(the faster/newer one houses my OS).
Here’s the problem, I have my old computer’s HDD and wanted to extract some files. So, I connected it to the new build and it immediately made my machine nearly unusable. Crazy amounts of input lag. Meanwhile the CPU showed only 10% workload.
Am I missing something here? Why would plugging an old HDD cause such a great effect?
Pertinent imformation:
-old HDD does not house an OS
-old HDD was in a system that was ran by Win 7
-new build is Windows 10
I can post build specs if its needed.

Take a close look at the physical connections being used (e.g. SATA ports) and what is using them (M.2?).
BIOS Setup (see physically numbered Page 51). There are SATA related configuration options.
But there are also many other configuration options – just work through them but do not just start changing things. Be very deliberate about what you do and why you do it.
