Question: I have two hard drives currently in my pc that I want to keep the files and delete windows from it since I will be installing windows on a brand new ssd. Is it possible to install the two old hard drives and not lose the files when installed in the new pc?

Answer:unplug all drives except for the new ssd.

install windows on it and get it running.

then plug the other drives back in and delete whatever you want. it’s all now just data

go into disk management and you can delete the windows system partitions off the old boot drive to recover that space. usually partitions are made. JUST BE SURE THIS IS NOT THE NEW SSD OR YOU RENDER YOUR SYSTEM UNBOOTABLE!!
